Overview
The TELPAS (Texas English Language Proficiency Assessment System) Specialist is responsible for overseeing all aspects of TELPAS administration, compliance, and instructional practices within the school district. This position ensures the accurate assessment of English language proficiency for Emergent Bilingual (English Learner) students, provides training and support to campus staff, and ensures district adherence to TEA (Texas Education Agency) guidelines. The TELPAS Specialist collaborates with administrators, teachers, and testing coordinators to enhance instructional support and improve language acquisition outcomes for students.

Essential Duties

  • Manage and coordinate TELPAS’ data and instructional practices in compliance with state and federal guidelines.
  • Train and support campus-based raters, test administrators, and coordinators on TELPAS procedures, including holistic rating calibration and online test administration.
  • Maintain accurate student data records
  • Monitor and analyze TELPAS data to inform instruction, support English Learner (EL) progress, and guide program improvement.
  • Provide ongoing professional development and technical assistance to teachers of Emergent Bilingual students on TELPAS components and language acquisition strategies.
  • Collaborate with district staff to support compliance with LPAC (Language Proficiency Assessment Committee)
  • Support the integration of English language proficiency standards (ELPS) into instructional practices.
  • Stay updated on changes to TELPAS, ELPS, and related state policies; communicate relevant updates
  • Other duties as assigned

Knowledge, Skills & Attributes

  • Minimum of 3 years of successful teaching experience, preferably with English Learners
  • Experience in test coordination, TELPAS administration, or compliance (preferred
  • Experience delivering professional development (preferred)
  • Deep understanding of ELPS, TELPAS, and English language development
  • Strong organizational, analytical, and communication skills
  • Ability to manage multiple priorities and meet deadlines
  • Proficient in using technology systems related to assessment and student data (e.g., Cambium, Google Suite, Curriculum platforms, SMS, DMAC, etc.)
  • Ability to build positive relationships with diverse students, teachers, and administrators

Education & Certification Requirements

  • A bachelor's degree in Education or a related field.
  • A master’s degree in Curriculum & Instruction, Bilingual/ESL Education, or related field is preferred but not required.
  • A valid Texas teaching certificate with ESL and/or Bilingual certification
