Pursuing Excellence, Inspiring Innovation, Promoting Teamwork, Embracing Service, and Advancing Equity The South Carolina Department of Public Health (SC DPH) is seeking a detail-oriented and organized Good and Services Liaison to join our team. The ideal candidate will be responsible for managing procurement processes in compliance with the South Carolina State Procurement Code.
This role requires exceptional organizational skills, procurement expertise, and the ability to ensure accuracy and efficiency in all related tasks. Job duties will include, but are not limited to: Procurement and Purchasing Responsibilities Procure goods and services in accordance with the State Procurement Code by utilizing purchase cards and creating shopping carts. Obtain valid quotes exclusively from registered SCEIS vendors.
Track orders to ensure timely receipt of goods/services, resolve order discrepancies, and address incomplete deliveries. Documentation and Records Management Maintain procurement files to meet audit requirements and ensure documentation accuracy. Upload all purchasing documents and packing slips to the designated storage method, while keeping original copies on hand for audit purposes.
Verify the accuracy of invoices and shipments by cross-checking with packing slips. Upload relevant documentation to the AP SharePoint system for processing. Financial Coordination Process invoices promptly, ensuring scanned documents are submitted to the Bureau of Financial Management for payment processing.
Collaborate with the Budget Department to confirm the availability of funds for receipting. Training and Professional Development Continuously enhance procurement knowledge by referencing the SC State Procurement Code and Agency Procurement Manual. Participate in all required training, including SCEIS, DPO, and other relevant procurement courses.
Other Duties Perform additional duties as assigned by the Supervisor and upper management. Minimum and Additional Requirements A high school diploma and one-year related work experience or any combination of education, training and experience A bachelor's degree may be substituted for the work experience Must have good computer skills with the ability to learn and implement new programs as assigned Preferred Qualifications Experience creating Shopping Carts or Purchase Orders in SCEIS (South Carolina Enterprise Information System) or SCPRO System Proficient in Microsoft Office Suite and other relevant software applications such as SharePoint and Power Automate Ability to switch tasks between different stages, provide effective communication orally and in writing, and provide strong problem-solving and decision-making abilities Worked in administrative environment Purchasing and customer service experience Knowledge of policies and procedures governing the South Carolina Procurement Code Flexibility to adapt to changing circumstances and priorities Strong organizational skills to handle multiple tasks, prioritize responsibilities, and meet deadlines Additional Comments DRIVING RECORD: If this position requires the applicant to possess a valid driver's license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.
