Job Description:

The Department of Employee Trust Funds (ETF) is seeking an experienced Enterprise Data Architect/Modeler to provide strategic leadership in data architecture and modelling. This position plays a critical role in supporting multi-year modernization efforts and other mission-critical initiatives across pension, health insurance, ECM, and benefits systems.

This role bridges business and IT, ensuring that all data architecture decisions align with enterprise objectives, enable seamless system integration, and enhance data-driven decision-making. It also involves hands-on collaboration with business leaders, vendors, and technical teams to define and execute scalable, secure, and future-proof data solutions.

    Key Responsibilities :
  • Experience with pension, retirement, health insurance, or benefits systems.
  • Partner with stakeholders to align architectural decisions with business goals.
  • Translate strategic objectives into executable data architecture plans.
  • Define and maintain enterprise data architecture and end-to-end data flows.
  • Lead the planning and execution of data integrations, migrations, and solution designs.
  • Enforce enterprise data standards and advocate for data quality across systems.
  • Develop data documentation including flow diagrams, architecture maps, and models.
  • Support agency-wide data governance, compliance, and modernization strategies.
  • Report progress, risks, and milestones to executive and technical leadership.
  • Guide the evolution of ETF's enterprise data strategy with a long-term vision.
  • Knowledge,
    Skills & Experience:
  • Experience with pension, retirement, health insurance, or benefits systems.
  • Strong expertise in data flow diagrams and data model documentation.
  • Experience managing both transactional data and data lake solutions.
  • Familiarity with ERwin Data Modeler (or similar tools).
  • Hands-on leadership in complex, multi-system data environments.
  • Knowledge of data governance, master data, metadata, data lineage, and quality practices.
  • Proven ability to balance business needs with technical solutions.
  • Strong communication skills and ability to influence at all organizational levels.
  • Qualifications:
  • Bachelor's degree in IT, Computer Science, Business, or related field (or equivalent experience)
  • Proven experience co-designing solutions that drive business value
