ESA Section 10 Senior Analyst

Ocean Associates, Inc. (OAI) is seeking candidates to support the National Marine Fisheries Service (NMFS) Office of Protected Resources for duties associated with issuance of Endangered Species Act (ESA) Section 10(a)(1)(B) Incidental Take Permits (ITP) to state and private applicants to take species when engaged in their activities if they have developed an adequate conservation plan that minimizes and mitigates the impact of that take. OAI conducts research, offers policy advice, and provides personnel support services to government and industry clients for marine fisheries and protected species.

DUTIES: Assist Federal Staff in:
- Processing ESA Section 10 incidental take permit applications.
- Working with applicants to ensure complete applications.
- Working with applicants to develop conservation plans that will minimize applicants’ impact on listed species.
- All stages of the permitting process including developing and drafting federal register notices, permits, conservation plans and Environmental Assessments and Environmental Impact Statements under NEPA.
- Drafting the documents necessary to issue an ESA incidental take permit, including conducting assessments required under NEPA.
- Conducting the analysis for the authorization or permitting of incidental take.
- Writing the incidental take permit that will be issued to the applicant
Start Date: As soon as possible after completing a background check
Location: Work will be performed remotely
Salary and Benefits: This is a full-time position with benefits. Salary: $37.00 to $39.00 per hour.
REQUIRED KNOWLEDGE AND EXPERIENCE
- Bachelor of Science degree in a relevant field and 7 years of relevant experience. Years of education beyond bachelor’s degree can be substituted for experience.
- Documented evidence of education and/or experience in one of the following: environmental regulations and the Federal regulatory process; environmental sciences, biological sciences (fisheries biology/ecology; marine mammal biology/ecology; sea turtle biology/ecology; and/or marine biology/ecology), ecological risk assessment or environmental impact analysis, scientific project management.
- Preferred experience in one or more of the following fields: infrastructure, fisheries, offshore wind, acoustics, water quality, toxicology, coastal modeling, noise, freshwater systems.
- Strong technical writing and communication skills.
- Ability to work effectively both individually and collaboratively in a team/group setting.
- Ability to receive constructive feedback and implement appropriate action
